Интересная, на мой взгляд, статья об Афганистане и о войне идущей там.
Небольшая выдержка:
The US military used to pay the Afghan National Army (ANA). Americans would line them up and pay them. That ended in 2006 so we lost leverage on the ANA command. It was true that the ANA commanders routinely stole money by having ghost soldiers on their rolls or skimming money from their own soldiers but that’s Afghanistan. Now there are rumors that some ANA soldiers don’t even get paid.

Как мне кажется, у статьи, несколько странное окончание:
You might say it’s crazy but I think the best weapon we can deploy in Afghanistan are satellite dishes, cheap TVs and cell phones. We cannot underestimate the power of American pop culture.
The Philippine campaign was won after 44 years largely through a flood of American culture. Music, radio, television, fruit, SPAM, the Thomasite educational “missionaries” and the cultivation of an educated social elite.
The Taliban cannot win a cultural war if we are thoughtful and organized about it. We need to churn out locally educated cultural, science and political elites in Afghanistan. We need to open up an accredited American University in Kabul and teach the Afghans physics, law, music, chemistry, medicine and every degree possible. Offer the sons of warlords scholarships and give them degrees in math, science, the arts, or even the conduct of a moral war. Give them satellite TV everywhere and air American Idol along with the Travel Channel and National Geographic. Do an accelerated education cycle and churn out recognized Bachelor’s degrees in 2 – 3 years and Masters in another 2.
Если я не ошибаюсь, СССР делал то самое, что предлагается в окончании. С известным результатом, конечно.
