Это все о том же, о воситании детей людьми, имеющих психическое заболевание.

В США эта проблема тоже есть. Если кому интересно — здесь очень большой текст (англ).

Рассматриваются почти все аспекты проблемы. Хотя, все — рассмотреть невозможно.

Parents with developmental disabilities, such as mental retardation, are trying to raise their children against all odds. Evidenced by some people advocating sterilization, society expects the mentally retarded to fail.

Under close scrutiny, these parents must prove the world wrong. Yet, experts say the mentally retarded are not offered the educational programs to succeed, causing some doctors to fight for federal funding. Until that’s in place, these parents live under the gun.

In the middle of the debate is the child, who may have parents who can’t read or write, pay their own bills or know how often to change diapers. It’s then that a judge has to define competency.

The majority of parents with mental retardation either surrender their children or have them taken away. For example, Laurie Holscher, program director for King County’s ARC, an agency serving people with developmental disabilities, knows 15 women who gave up their children and only four who kept them.
